Marcus has specialised in planning and environmental law since qualifying in 1983. He has a particular emphasis on planning applications and appeals concerning energy, minerals, housing, retail, industrial and tourism developments.

Marcus has appeared as advocate at nearly 350 public inquiries, and led the advice on the first-ever UK wind farm at Delabole in Cornwall. He has advised on over 220 renewable energy projects in Scotland, England and Wales, and in other EU countries. There is a focus on wind energy development (on and offshore), wave, tidal, biomass and energy from waste schemes.

His experience includes:

  • advising on the 1000 MW London Array Project in the Thames Estuary
  • advising 90% of onshore Electricity Act wind energy proposals in the UK
  • advising on offshore wind energy development at Gwynt y Mor, Humber Gateway, Shell Flat, as well as on all of Centrica's offshore wind energy projects.

Marcus was involved with officers of ETSU in providing the first draft of what is now PPG22: Renewable Energy. He also wrote the first draft of the Wind Energy Annex to PPG22, and has provided Reports to ETSU on various topics.

Marcus is ranked best of the UK in Projections & Energy: Renewables (Band 1) by Chambers and Partners. He is also considered a leading figure in planning and environmental issues.

Marcus is a Board member British Wind Energy Association, Legal Associate Member of The Royal Town Planning Institute, and an external lecturer on energy law at the Centre for Renewable Energy Studies in Loughborough University. He is also secretary of the BWEA and a member of UKELA, RTPI and the European and American Wind Energy Associations. He is appointed to the Law Society Planning Panel, the DTI Renewable Energy and Wind Energy Advisory Committees.
